One of Andrew’s several business lines as an expert in infrastructure finance is acting from time to time as an expert witness in arbitrations and other dispute resolutions. These include: Two opinions totaling 9,300 words in support of a Canadian investor versus the government of a CIS country re its investment in a gold mine. A 16,000 word opinion for a third party funded US investor versus the Cambodian government re a power project where he was cross examined in person and sat in a “hot tub” in front of Messrs. Kaplan, Beechey and Landau at the tribunal in Paris. Four opinions totaling 20,000+ words for Fraport in its $600 million arbitration versus the Philippines government re Manila airport terminal 3. He exchanged views with first one, then a replacement, expert on the other side and was due to testify in person when the other side conceded on his views.
