Course Synopsis

The Asia Pacific Institute of Experts’ “International Accredit ation Course for Expert Witnesses” aims to equip at professionals who deliv er or wish to embark on expert witness work, as well as legal professionals dealing with expert witnesses in the course of work, with a broad understa nding of the relevant legal and practical issues.

Morning Programme
The morning Foundational Module of the Course is intended to introduce experts and lawyers to the legal framework for Expert Evidence both in Singapore and internationally. Amongst other things, the Course will cover:

This part of the Course will include both lectures on materials to b e provided as well as discussions led by the instructors based on actual le gal cases as well as their personal experiences in dealing with expert evid ence both in Singapore and internationally. Although meant as an introducti on to the legal aspects of the appointment of experts for disputes work and the expert’s duties and obligations, practicing experts and lawyers may al so find the Course useful as a refresher on the intricacies of expert evide nce.

Afternoon Programme
Artificial intelligence (“AI”) is increasingly appearing in expert witness work in two distinct contexts. Fi rst, AI may be the subject of testimony itself, requiring experts to evalua te AI-generated evidence, explain algorithmic decision-making to courts, or assess whether an AI system functioned appropriately. Second, expert witne sses may use AI tools to assist in their own analysis, research, or report preparation.
Both contexts create significant professional obligations . Courts across multiple jurisdictions have demonstrated willingness to imp ose sanctions and costs orders on practitioners who misuse AI.
In the afternoon, Dr Darryl Carlton will conduct (virtually) an intensive 90-minut e AI Primer for Expert Witnesses Certification Programme - Understa nding Artificial Intelligence for Expert Testimony.
This por tion of the programme will involve pre-reading, lectures, hands-on exercise s and a written assessment.
Participants who sign up for the Cert ification route of the course and who pass the assessment for this session will be awarded a special APIEx International Accreditation with AI Certifi cation. 

Who Should Attend

All those who practise as experts, lawyers, those who instruct lawyers and experts as well as those aspiring t o practise as experts.

Completion of the Co urse

Participants may opt to either take the Certification or Non-Certification route.

To be awarded with a Certificate of Su ccessful Completion, a candidate must:

(a)  Achieve 100% attendance at Foundational Module and Revision Session; and
(b)  Pass the 90-m inute written assessment (passing mark 80%).

Successful completion of the Course would entitle applicants for membership in APIEx to the follo wing exemptions:

Participa nts who opt for the Non-Certification route will not be issued any certific ates.

APIEx is p leased to announce that the Intellectual Property Office of Singapore (IPOS ) now recognises that:

  1. experts with a minimum 10 years of expe rience in IA/IP valuation (with no prior experience acting as an expert wit ness or assessor); and
  2. who successfu lly complete APIEx’s International Membership Accreditation Course 2026, wi ll meet the criteria for being listed on IPOS’ List of IA/IP Valuation Experts ).

About the Course Faculty (in teaching order)< /strong>

 

Prof. Leslie Chew SC - President, APIEx; Dean, School of Law at the Singapore University of Social Sciences; Consultant, P eter Low Chambers LLC

Prof. Leslie Chew SC is the founding and current Dean of the School of Law at the Singapore University of Social Sciences. He has practiced law i n one form or another for over 4 decades. He was appointed Senior Counsel i n 2000. In 2007 he was appointed a judge in the State Courts where he remai ned until his retirement in 2014. At the State Courts he was the Senior Dis trict Judge leading the Civil Justice Division. He retired from the judicia ry in 2014. Upon his retirement from the Singapore Legal Service, he return ed to law practice. Currently, he is a Consultant at Peter Low Chambers LLC . He has an active practice as an arbitrator in International Commercial Ar bitrations.

 

Dr. You Chuanman - Senior Lecturer, School of Law, Singapore Un iversity of Social Sciences

Dr. You Chuanman is currently a Senior Lecturer a t the School of Law, Singapore University of Social Sciences, where he spec ialises in the areas of corporate and financial regulation, law and artific ial intelligence, data and platform governance, geopolitics and global sanc tions. He was appointed as a Council Member of the Law Society of Shenzhen, China (2024-2029). Prior to joining SUSS Law, Dr You has worked at the Chi nese University of Hong Kong (Shenzhen), National University of Singapore, Singapore Management University, and Tel Aviv University. Dr You obtained h is PhD from England focusing on comparative takeover regulation and path de pendency theory. He additionally holds a Master Degree in Law and Economics (EMLE) from Germany, an MPhil in Law and History and an LLB in Civil and C ommercial Law from China. Dr You has published extensively in leading acade mic outlets, including the Journal of Business Law, Computer Law & Secu rity Review, and the Capital Markets Law Journal. Frequently featured in in ternational media such as Bloomberg, the Wall Street Journal, and the South China Morning Post, Dr You is recognised for his expertise in China’s evol ving regulatory environment. He regularly presents at global conferences on issues ranging from financial technology and platform governance to cross- border mergers and acquisitions.

Dr. Darryl Carlton is a leading authority on artificial intelligence g overnance and digital transformation. With over 25 years of experience span ning Australia and Southeast Asia, he specialises in helping organisations and legal professionals navigate the complex intersection of emerging techn ologies and regulatory frameworks. Dr Darryl advises governments and enterp rises on AI strategy and implementation. He holds a PhD in information syst ems, specifically on “the causes of failure in large scale IT projects”. He has published extensively on digital ethics, AI Governance and Risk Manage ment. He is currently pursuing a second PhD in Law with a focus on ADR. Dr. Carlton is a fellow of the Australian Computer Society and currently divid es his time between Australia and Thailand.
