This Course seeks to provide an introduction to the world of experts and expert evidence and wi ll examine the role of evidence in disputes resolution, both in the courts and before other tribunals such as arbitral tribunals.  Participants will b e acquainted with the law relating to opinion evidence (expert testimony), the role of experts in dispute resolution and the relevant Singapore law ap plicable to expert evidence.

For this intake of the Course, participants will have the option to:

  1. Attend the full-day Certification Course and inc luding one of two Specialist Tracks; OR
  2. Attend the Foundational M odule, Revision Session and Examination; OR
  3. Attend the Foundation Module only (no Certificate of Completion issued).

The Specialist Tracks are an enhancement from the inaug ural run of the Course conducted last year and will be held in breakout gro ups which each focus on the specific nuances of giving evidence as: (A) a f inancial expert or (B) a civil engineering expert.  

Each of these tracks will be led by a seasoned expert witnes s from these disciplines, who will provide technical and practical advice a round providing both written and oral evidence.

The Course will be useful for those who come from a technical bac kground with aspirations of acting as an expert witness.  It would also pro vide a ‘basic refresher’ for those who are already practising as expert wit nesses.

All those who practise as experts, lawyers and those who instruct lawyers and experts as well as those aspiring to practise as experts.

Completion of the Course

To complete th e Course successfully and be awarded with aCertificate of Completion, a can didate must:

(a)  Achieve 100% attendance at Foundational Module an d Revision Session; and

(b)  Pass the 90-minute written assessment (passing mark 80%).

Successful completion of the Course would entit le applicants for membership in APIEx to the following exemptions:

Prof. Leslie Chew SC - President, Asia Pacific Institute of Ex perts; Dean, School of Law at the Singapore University of Social Sciences; Senior Consultant, RHT Law Asia LLP, Singapore
 Prof. Leslie Chew SC< span style="font-family: georgia, palatino, serif; font-size: 10pt;"> is th e founding and current Dean of the School of Law at the Singapore Universit y of Social Sciences.  He has practiced law in one form or another for over 4 decades.  He was appointed Senior Counsel in 2000.  In 2007 he was appoi nted a judge in the State Courts where he remained until his retirement in 2014.  At the State Courts he was the Senior District Judge leading the Civ il Justice Division.  He retired from the judiciary in 2014. Upon his retir ement from the Singapore Legal Service, he returned to law practice. Curren tly, he is a Senior Consultant at RHT Law Asia LLP.  He has an active pract ice as an arbitrator in International Commercial Arbitrations.  

 

Mr. Jonathan Ellis - P artner, HKA, Singapore
Mr. Jonathan Ellis is a partner at HKA and is based in the Singapore office. He specialis es in the quantification of damages and valuations, in particular in disput e contexts. He has worked on matters before the UK and Singapore High Court s as well as in ad hoc, SIAC, LCIA, ICC, HKIAC, UNCITRAL and ICSID arbitrat ion forums. He has provided oral testimony on a number of occasions, in bot h court and arbitration, and has been engaged as a tribunal appointed exper t. Since 2017, Jonathan has been recognised among the leading arbitration e xpert witnesses worldwide by Who's Who Legal, where he has been classified as a “Global Elite Thought Leader” and a “National Leader” in the inaugural Southeast Asia Arbitration list.
 
 
Mr. Iain Potter - Executive Vice President, J.S. Held LL C
Mr. Iain Potter is a Chartered Acco untant, qualified in both the UK (ICAEW) and Singapore (ISCA), specializing in complex loss of profit and valuation engagements and he has been based in Singapore since 2014. Iain is recognized as a leading expert by Who’s Wh o Legal, with clients praising his "matter-of-fact approach to drafting rep orts and giving testimony", adding that "He is a fantastic expert witness f or quantum, valuation and forensic accounting." Outside of his expert appoi ntments, Iain is a member of the adjunct faculty at the National University of Singapore’s Business School, where he lectures on damages quantum and b usiness valuation disputes. He is also pursuing a number of lines of resear ch, currently including a PhD focusing on the extent to which awards of dam ages reflect risk and uncertainty.

Prof. Tan Teng Hooi is presently an Associate Professor and the Dean of the School of Science and Technology, S ingapore University of Social Sciences (SUSS). He is a Chartered Engineer a nd Professional Engineer, a Fellow of the Institution of Civil Engineers (U K) and the Institution of Engineers Singapore (IES). In his 40+ years of en gineering career, he has worked in the academia where he lectures, conducts research, provides consultancy in civil and structural engineering and in the industry as a practitioner. He has also served in many technical commit tees on standards in SPRING Singapore relating to the construction industry and has served as an Expert Witness in several cases in Singapore.< /div>
