Membership Accreditation Course Synopsi s

This Course seeks to provide an introduction to the world of experts and expert evidence and wi ll examine the role of evidence in disputes resolution, both in the courts and before other tribunals such as arbitral tribunals. Participants will b e acquainted with the law relating to opinion evidence (expert testimony), the role of experts in dispute resolution and the relevant Singapore law ap plicable to expert evidence.

For this intake of the Course, participants will have the option to:

Attend the full-day Certification Course and inc luding one of two Specialist Tracks; OR
Attend the Foundational M odule, Revision Session and Examination; OR
Attend the Foundation Module only (no Certificate of Completion issued).

The Specialist Tracks are an enhancement from the inaug ural run of the Course conducted last year and will be held in breakout gro ups which each focus on the specific nuances of giving evidence as: (A) a f inancial expert or (B) a civil engineering expert.

Each of these tracks will be led by a seasoned expert witnes s from these disciplines, who will provide technical and practical advice a round providing both written and oral evidence.

The Course will be useful for those who come from a technical bac kground with aspirations of acting as an expert witness. It would also pro vide a ‘basic refresher’ for those who are already practising as expert wit nesses.

Who Should Attend

All those who practise as experts, lawyers and those who instruct lawyers and experts as well as those aspiring to practise as experts.

Completion of the Course

To complete th e Course successfully and be awarded with aCertificate of Completion, a can didate must:

(a) Achieve 100% attendance at Foundational Module an d Revision Session; and

(b) Pass the 90-minute written assessment (passing mark 80%).

Successful completion of the Course would entit le applicants for membership in APIEx to the following exemptions:

Individual Member applications: Waiver of the requirement for a specim en report.
Fellow applications: Waiver of one specimen report (ou t of the three required).

< span style="font-size: 10pt;">	Prof. Leslie Chew SC - President, Asia Pacific Inst itute of Experts; Dean, School of Law at the Singapore University of Social Sciences; Senior Consultant, RHT Law Asia LLP, Singapore Prof. Leslie Chew SC is the founding and current Dean of the School of Law at the Singapor e University of Social Sciences. He has practiced law in one form or anoth er for over 4 decades. He was appointed Senior Counsel in 2000. In 2007 h e was appointed a judge in the State Courts where he remained until his ret irement in 2014. At the State Courts he was the Senior District Judge lead ing the Civil Justice Division. He retired from the judiciary in 2014. Upo n his retirement from the Singapore Legal Service, he returned to law pract ice. Currently, he is a Senior Consultant at RHT Law Asia LLP. He has an a ctive practice as an arbitrator in International Commercial Arbitrations. < /span>
	Mr. Jonatha n Ellis - Partner, HKA, Singapore Mr. Jonathan Ellis is a partner at HKA and is based in the Singapore office. H e specialises in the quantification of damages and valuations, in particula r in dispute contexts. He has worked on matters before the UK and Singapore High Courts as well as in ad hoc, SIAC, LCIA, ICC, HKIAC, UNCITRAL and ICS ID arbitration forums. He has provided oral testimony on a number of occasi ons, in both court and arbitration, and has been engaged as a tribunal appo inted expert. Since 2017, Jonathan has been recognised among the leading ar bitration expert witnesses worldwide by Who's Who Legal, where he has been classified as a “Global Elite Thought Leader” and a “National Leader” in th e inaugural Southeast Asia Arbitration list.
	Mr. Iain Potter - Executive Vice President, J .S. Held LLC Mr. Iain Potter is a Cha rtered Accountant, qualified in both the UK (ICAEW) and Singapore (ISCA), s pecializing in complex loss of profit and valuation engagements and he has been based in Singapore since 2014. Iain is recognized as a leading expert by Who’s Who Legal, with clients praising his "matter-of-fact approach to d rafting reports and giving testimony", adding that "He is a fantastic exper t witness for quantum, valuation and forensic accounting." Outside of his e xpert appointments, Iain is a member of the adjunct faculty at the National University of Singapore’s Business School, where he lectures on damages qu antum and business valuation disputes. He is also pursuing a number of line s of research, currently including a PhD focusing on the extent to which aw ards of damages reflect risk and uncertainty.

He is a Chartered Engineer and Professional Engineer, a Fellow of the Institution of Civil E ngineers (UK) and the Institution of Engineers Singapore (IES). In his 40+ years of engineering career, he has worked in the academia where he lecture s, conducts research, provides consultancy in civil and structural engineer ing and in the industry as a practitioner. He has also served in many techn ical committees on standards in SPRING Singapore relating to the constructi on industry and has served as an Expert Witness in several cases in Singapo re.
